Mr. Chairman, Excellencies
Ladies and Gentlemen
I would like to begin by extending my own and my delegation’s profound gratitude to the Government and people of Japan for their warm welcome and generous hospitality. Our appreciation also goes to the UNISDR Secretariat for their relentless efforts in the course of the preparatory process of the third WCDR.

Dear Participants,
According to global estimates, Iran is placed in the list of the top ten countries facing disasters. Occurrence of devastating earthquakes, floods, long term droughts and other types of disasters have resulted in heavy casualties and financial losses over the past two decades in Iran. One of the phenomena occurring in the country is the emerging risk of dust storm and contaminating dust particles which almost over a decade has been exacerbated due to lack of water resources and reduction in boundary water rights. Persistence of this phenomenon has inflicted irreparable losses in economic activities particularly in agriculture and health sector. It needs to be addressed in coordination with all countries involved.Hence, for more than a decade, reducing the risk of disasters has come under the spotlight and focus of the national general policies and development plans. Most of these actions are in line with the Hyogo Framework for Action.Some of the most notable achievements are as follows:
1- Enactment of the National Disaster Management Organization (NDMO) formation by the Parliament of Iran: According to this law, the level of disaster management has been promoted to “High Level Council” chaired by the President of the Islamic Republic of Iran which encompasses all activities of the related organizations,
2- Implementing retrofitting and renovation plans for buildings and urban fabrics some as follows:
  • In line with the safety of schools, the Islamic Republic of Iran has allocated 4.5 billion US$ in the UNISDR biennial campaign of 2006-2007 for school safety. The major achievements of this measure are reconstruction of more than 56500 classrooms and retrofitting of more than 28000 classrooms. This program will be continued until all schools and training centers will be reconstructed or retrofitted.
- Reconstructing and retrofitting of 200,000 residential units annually in rural areas by using Government funds and comprehensive participation of people, out of which 1.7 million houses have been reconstructed and renovated. In addition renovating of the old fabrics of the cities is also continuously progressed. This process continues to achieve the ultimate goal.
  1. Approval of research projects and provision of funds in line with the UNISDR 2008-2009 campaign on safe hospitals against disasters.
3- Rendering agricultural and livestock insurance: With respect to sever droughts in the country resulting from climate change, the Government has supported the agricultural insurance by 50% increase of insurance penetration factor in line with the Iranian Fifth Development Plan.
4- Cooperation with UNISDR Secretariat: Disaster risk reduction and management plans have been prepared in line with the HFA and the progresses reports have been submitted to UNISDR accordingly. In addition Iran has participated in the consultative processes of the post 2015 Framework (HFA2) actively.

Dear participants
The experiences of the recent years indicate that the HFA strategies had good effects on DRR increasing awareness. However, still the following shortcomings can be addressed:
  • Insufficient of financial resources for effective investment in DRR
  • Gap between the existing knowledge and implementation programs on DRR;
  • Lack of sufficient commitment for cooperation in line with international and regional programs on DRR
  •  Lack of common standards and procedures to improve the DRR programs,

Accordingly and based on the experiences of my country, our suggestions to this conference can be summarized as follows:
  1. Investment in scientific, technological, applied researches and studies to identify the effective risk layers and capacity building on DRR. In this regard, the commitment of all countries, particularly developed countries, is essential in order to share and provide the required applied knowledge and financial assistance.
  2. This is the right of all nations to have free access to information and advanced technologies and equipment needed for DRR. This access should be easy, rapid and systematic in order to be integrated in DRR plans and programs. We urge the international community to respect the humanitarian nature of DRR and set aside political considerations and sanctions in providing information, facilities and required technologies for DRR.
  3. Development of regional cooperation in preventing the effects of disasters on the basis of geological, geographical and social-economic similarities is of great importance in sharing good practices and common capacities.  Therefore it seems that the policy of UNISDR in division of regional offices needs to be revised or changed according to those similarities.

  Based on the potential and practical experiences the Islamic Republic of Iran maintains we hereby declare our readiness to collaborate with other countries, regional and international bodies in terms of DRR and DRM activities in line with HFA2.
